Members and Associates of the Great Brook Valley Outlaws Charged with Drug Violations

NOV 20 -- BOSTON, MA - Eight members and associates of the Great Brook Valley (“GBV”) Outlaws were charged today in U.S. District court with conspiring to possess with intent to distribute, and to distribute, cocaine and cocaine base (“crack”), distributing cocaine and cocaine base, and aiding and abetting. In addition, nine associates were arraigned in Central District Court in Worcester on a variety of drug and firearm charges. A tenth associate will be arraigned next week on similar charges in Juvenile Court in Worcester.

June W. Stansbury, Special Agent in Charge of the Drug Enforcement Administration - New England Field Division, United States Attorney Michael J. Sullivan, Joseph D. Early, Jr., Worcester County District Attorney, Gary Gemme, Chief of the Worcester Police Department and Colonel Mark Delaney, Superintendent of the Massachusetts State Police announced today that WILLIAM GUIVAS, a/k/a “P” and “Papa”; CAROLYN NUNEZ; JOSE MONTALVO a/k/a “Jose Green Eyes”; NANCY RIVERA-CASTILLO; DALILA RODRIGUEZ; JONELLE OLIVENCIA; RUBEN OLIVENCIA; and EFRAIN HERNANDEZ were charged by criminal complaint with conspiring to possess with intent to distribute, and to distribute, cocaine and cocaine base (“crack”), distributing cocaine and cocaine base, and aiding and abetting.

Today’s charges are the result of targeted investigations conducted by members of the Worcester Police Department; the Drug Enforcement Administration; and the Massachusetts State Police Gang Unit, in conjunction with the U.S. Attorney’s Office and the Worcester County District Attorney’s Office. The investigations targeted gang violence and drug distribution in and around Worcester.

According to the complaint, a long-term investigation began in December 2006 into the ongoing crack cocaine distribution activities of several members of the Great Brook Valley Outlaws (GBV Outlaws), a violent criminal street gang who allegedly operate out of the Great Brook Valley public housing complex.

The Complaint alleges that between March and early November 2007, numerous purchases, totaling hundreds of grams of both crack cocaine and cocaine, were made from the defendants. In addition, during the execution of search warrants and the arrest warrants, law enforcement officers recovered additional quantities of cocaine and heroin.

U.S. Attorney Michael J. Sullivan said, “The Great Brook Valley Outlaws and other organized gangs who sell drugs and engage in violent criminal activities, diminish the quality of life in our communities. Federal, state and local law enforcement are committed to working together to target illegal gang activity so that law abiding citizens can live without fear in their neighborhoods."

Sullivan added, “I would like to acknowledge the tremendous cooperation and commitment of the Worcester County District Attorney’s Office, Worcester Police Department and the Massachusetts State Police. Once again, cooperation between state and federal investigators has enabled us to provide relief to troubled neighborhoods, and afford residents the right to walk down the street, sit on their porch or let their children ride their bicycles without fear or intimidation.”

“The Great Brook Valley gang's illegal business is officially closed," said DEA Special Agent in Charge Stansbury. "Drug dealing thugs cannot control the streets of Worcester that rightfully belong to its citizens. We remain committed to shutting down any illegal drug activity in Worcester to protect residents as we continue enforcement efforts with our law enforcement partners."

“Today’s a good day for law enforcement and a bad day for drug dealers,” said Worcester District Attorney Joseph D. Early. “In Worcester, we’ve cultivated a spirit of cooperation among law enforcement agencies that really led to the success of today’s action. This was an unprecedented combined effort that led to these arrests.”

I. FEDERAL CHARGES

Charged in federal criminal complaints with conspiring to possess with intent to distribute, and to distribute, cocaine and cocaine base (“crack”), distributing cocaine and cocaine base, and aiding and abetting:

1. WILLIAM GUIVAS, a/k/a “P” and “Papa,” age 26, of Oxford, MA
2. CAROLYN NUNEZ, age 23, of Oxford , MA.
3. JOSE MONTALVO, a/k/a “Jose Green Eyes,” age 28, of Worcester, MA
4. NANCY RIVERA-CASTILLO, age 26, of Worcester, MA
5. DALILA RODRIGUEZ, age 21, of Worcester, MA
6. JONELLE OLIVENCIA, age 22, of Worcester, MA
7. RUBEN OLIVENCIA, age 31, of Worcester, MA
8. EFRAIN HERNANDEZ, age 31 of Worcester, MA

According to the Complaint affidavit filed in federal court, each of the defendants are members or associates of the GBV Outlaws, a street gang involved in some of the most violent and active gang disputes in the Worcester area.

Upon conviction, federal defendants WILLIAM GUIVAS, NANCY RIVERA-CASTILLO, RUBEN OLIVENCIA, JONELLE OLIVENCIA, and EFRAIN FERNANDEZ each face a maximum term of imprisonment of life. Defendants JOSE MONTALVO, CAROLYN NUNEZ and DALILA RODRIGUEZ each face a maximum term of imprisonment of 40 years.

This case was investigated by the Drug Enforcement Administration, Worcester Police Department and the State police assigned to the Worcester District Attorney’s Office.
